MARK FOREE

Mr. Foree has almost 30 years of experience in the water industry including extensive experience in planning, engineering, operations and maintenance of complex water treatment and distribution systems.  Prior to being appointed General Manager, Mr. Foree served as the Director of Water Operations.

Mr. Foree, who is a registered professional Civil Engineer in Nevada and California, holds the highest level of operator certifications (Grade IV) for both water distribution and water treatment in the State and is also a Nevada registered Water Right Surveyor.
 

 

 JEFF TISSIER

In the role of Chief Financial Officer, Mr. Tissier oversees all financial activities for TMWA, including short and long range financial planning, development of the long range funding plan, financial reporting and investment programs. Mr. Tissier has significant experience with budgeting, long range financial planning, merger and acquisition analysis, international accounting, as well as senior leadership involvement in the successful turn-around of an investor-owned mining company. Mr. Tissier has over 10 years of experience in the water industry as well as 18 years of experience with various technical, financial and board capacities in the minerals industry.

Mr. Tissier, who is a Certified Public Accountant, Registered, holds bachelor's degrees in both geological engineering and exploration geology.
 

  

JOHN ERWIN
Director, Natural Resources Planning & Management

In his role at TMWA, Mr. Erwin directs the activities of the Authority's lands, well development, ground and surface water rights and forecasting/future resource planning. With over 22 years of specialized water resources planning and management experience, Mr. Erwin assists TMWA in evaluating water supply/resource options and economic and financial impacts of water-related issues/policies within the region.

Mr. Erwin was previously employed by Sierra Pacific Power Company, the Regional Water Planning and Advisory Board of Washoe County and the Nevada Public Utilities Commission.

Mr. Erwin holds bachelor's degrees in both zoology and accounting, and also holds a master's degree in business administration.
 


 
 

SCOTT ESTES
Director, Systems Planning & Engineering

Mr. Estes has over 25 years of experience performing a wide range of engineering functions in the areas of water distribution, storage and treatment facility design; gas and water system planning, power plant engineering, construction management and project management.

In his present position, Mr. Estes directs the planning of the water system;  engineering design and construction of water system improvements; and is also responsible for new business functions.

Mr. Estes is a Registered Professional Engineer in Nevada and California and holds a bachelor's degree in civil engineering.  In addition, Mr. Estes holds the highest level of State water certifications (Grade IV) in both water distribution and water treatment and is a Water Rights Surveyor in the State of Nevada.
 

  

KIM MAZERES
Director, Customer Relations

Ms. Mazeres has over 25 years of experience in customer service including positions in Customer Care, Billing and Branch Operations, Marketing Utility Support and Information Technology.

As Director of Customer Relations for TMWA, Ms. Mazeres oversees all direct customer interaction reflective of approximately 90,000 customer services and 3,000 fire protection services. Ms. Mazeres also oversees customer outreach, public relations, advertising and marketing.

Ms. Mazeres is active on multiple community advisory boards and committees including United Way, EDAWN, Join Together Northern Nevada, DES Action, Rotary and the Reno and Sparks Chambers of Commerce, and holds an associate's degree in business. 
 

  

PAUL MILLER
Manager, Operations and Water Quality

Mr. Miller has over 25 years experience working for TMWA and an international consulting firm, where he served as project manager and project engineer for the pilot testing, planning, design and construction of the Chalk Bluff and Glendale Water Treatment facilities.

As the Manager of Operations and Water Quality, Mr. Miller oversees operations of TMWA's water treatment plants and distribution system, sampling to maintain compliance with all existing water quality regulations set forth by the EPA, and completes planning for compliance with emerging water quality regulations.
 
Mr. Miller holds both a bachelor's degree and a master's degree in engineering, is a Registered Civil Engineer in Nevada and California, and holds the highest level of State water certifications (Grade IV) in both water distribution and water treatment.
 

 

YUGANDHAR NARALA
Manager, Information Technology

Mr. Narala has over 20 years experience working in Information Systems and Technology including extensive experience with programming and database administration. He has served as technology architect and software architect for a variety of public sector and private organizations.

As the Information Technology Manager, Mr. Narala directs the strategic direction and operations of TMWA computer hardware infrastructure, software applications, networking, control systems (SCADA) and telecommunications.

Mr. Narala holds bachelor's degree in electronics and communication engineering, post graduate diploma in computer science and holds the highest level of Oracle Certifications (Oracle Certified Professional in application/internet development and Oracle Certified Professional in Database Administration). 

Mr. Narala is active in community service with local associations and has previously served as a board member for India Association of Northern Nevada.
 

  

PAT NIELSON
Manager, Distribution Maintenance & Generation

With over 20 years of experience in power plant operation and maintenance, electric distribution/transmission operation and system control, Mr. Nielson is responsible for managing the maintenance of the water system's distribution facilities and supervises TMWA's hydroelectric generation operation and maintenance activities.

Mr. Nielson holds the highest level of State water certification (Grade IV) in water distribution and holds Level 1 certification in water treatment. He is also a State of Nevada Certified Journeyman Pipe Fitter.
