Ms. Morris joined TMWA in July 2021 from the Metropolitan Water District of Southern California, where she served as  senior deputy counsel.  She is licensed as an attorney in Nevada and California, and has been working in the water field since 2005.  Ms. Morris was formerly a partner in the multistate law firm Best Best & Krieger, and represented public agency clients on surface and groundwater matters.  Ms. Morris also served as general counsel for the State Water Contractors, an association of 27 water providers serving more than 27 million customers in California.  Ms. Morris has extensive experience with water rights, water management, water conveyance, endangered species and other environmental issues related to water, as well as water legislation, and helped draft California’s groundwater management laws.  Ms. Morris has been a frequent speaker and presenter on water law issues, including at International Bar Association conferences in Europe and Australia.
