Raul E. Aviles, Jr., PE, M.Eng., MBA
Mr. Aviles oversees the delivery of safe, reliable, and cost-effective water infrastructure projects in partnership with TMWA’s engineering, operations, maintenance, and generation teams. He supports the multimillion-dollar capital improvement program, guiding the planning, design, and construction of water system upgrades that strengthen resiliency, efficiency, and long-term sustainability for the Truckee Meadows community.
With more than 30 years of leadership in both industry and consulting, his career encompasses the water, industrial, defense, transportation, and power sectors across the United States and international projects. His leadership includes advancing major capital improvements at the Truckee Meadows Water Reclamation Facility (TMWRF), with projects ranging from electrical infrastructure upgrades to process optimization and capacity enhancements. He has also led utility modernization, energy efficiency initiatives, and large-scale infrastructure programs in complex operating environments.
Mr. Aviles has a strong passion for collaboration and mentorship, working closely with staff, consultants, and multidisciplinary teams to deliver innovative, community-focused solutions that align with TMWA’s strategic goals. He holds a Master of Engineering in Electric Power Engineering from Rensselaer Polytechnic Institute, an Executive MBA from the University of Arizona, and a Bachelor of Science in Electrical Engineering with honors from the University of Puerto Rico. A licensed professional engineer in Nevada, California, and several other states, he is committed to advancing resilient, sustainable infrastructure that safeguards regional water resources for generations to come.
